City Council adopts clerk fee changes, accepts library grant, hears utility petitions; refers multiple public-safety and parks requests to City Manager
The Lowell City Council meeting (April 28, 2026) convened with ten members present. The Council: adopted an ordinance amending the Clerk's Office fee schedule; held utility public hearings for Boston Gas (Gorham and Kinsman Streets) and National Grid (Dracut Street) and referred petitions to the Wire Inspector; accepted a $196,367.60 State Aid to Public Libraries award; authorized the City Manager to seek special legislation for 1190 Pawtucket Boulevard; and referred several council motions to the City Manager (including crosswalk/speed mitigation near Market Basket, resurfacing/remarking of McPherson and Eagle Park courts, and a four‑way stop study). Multiple City Manager motion responses (Tree Committee update, Tiny Tots restoration, election rules subcommittee report, LHS forensic audit, net school spending update, regional collaboration, and completion of St. Louis Park work) and informational reports (Town & City Festival; budget listening session) were accepted and placed on file.
