Committee approves multiple TIF and funding measures; directs one-year Tri-Share childcare pilot
On November 12, 2025 the Finance, Governance and Public Safety Committee (Andrea Bough, Quinton Lucas, Crispin Rea, Darrell Curls, Wes Rogers) met on the 26th Floor, Council Chamber. Members advanced and recommended passage of several tax increment financing (TIF) amendments and redevelopment agreements, approved grant and bond appropriations (including $31.57M for the Roy Blunt Luminary Park and $6.95M in Special Obligation bond authority for West Bottoms), authorized a $5.577M construction contract for West Bottoms Phase 1a Tranche 2, approved a $498,835 police grant for the Safer Outcomes Academies project, amended the chronic nuisance ordinance, and directed the City Manager to launch a one‑year Tri‑Share Childcare pilot with named partners. Two Mayor-sponsored items (a grant management software resolution and a surface parking regulation chapter) were held. A resolution directing the City Manager to develop a Regional Relief Fund with the Mid‑America Regional Council (MARC) was adopted and the City may enter closed session for specified statutory purposes.
