Special Committee for Legal Review — March 23, 2026: Majority of items held; KCPD overage fund advanced as committee substitute

Meeting held March 23, 2026 at 2:00 PM in the 26th Floor Council Chamber. Present: Chair Quinton Lucas, Vice Chair Melissa Robinson, Councilmember Andrea Bough. Multiple agenda items were held off docket or held in committee. An ordinance (260065) to establish a KCPD Overage Fund and related budget treatment for Board of Police Commissioners legal settlements was presented by Mayor Lucas and was advanced as a committee substitute (Adv and Do Pass as Cmte Sub); it includes direction to negotiate Council approval processes and a proposed $5.9 million FY2026–2027 appropriation subject to Council ordinance approval. The committee noted potential closed sessions under specified subsections of Section 610.021 (Revised Statutes of Missouri).
