Pre‑Council meeting reviews water and development items; motion to enter closed session (May 4, 2026)

The City of Joliet Pre‑Council meeting (May 4, 2026) included presentation and discussion of multiple utility contracts and water infrastructure projects, development and TIF matters (including Rock Run Crossings and a Matise Events TIF request), proposed City Square and Social District ordinances, several plats/subdivisions and zoning requests, public comments on agenda items, and a motion to enter closed session on personnel, collective bargaining, land acquisition/conveyance, and pending or threatened litigation. Council Memo 251‑26 was removed from the agenda and rescheduled for May 19, 2026.
