Council adopted the Vehicle Miles Traveled (VMT) Reduction Program, Nexus Study, associated EIR actions, and a VMT mitigation fee; approved disposition and a development agreement for city-owned Fulton Street parcels for affordable housing; amended zoning to allow office-to-residential conversions with ministerial approvals and height limits; approved $250,000 to the Central California Food Bank; and approved multiple consent items including a tobacco retailer ordinance and a successor MOU for airport public safety officers. Closed session covered labor negotiations and existing litigation.
