City Council adopts kratom sales ordinance, approves emergency shelter contracts and Prohousing application; annexation and other consent items approved
Fresno City Council met December 4, 2025 at 9:00 AM in Council Chambers. Six members were present (Karbassi, Arias, Perea, Vang, Richardson, Esparza); Councilmember Tyler Maxwell was absent. The agenda was approved as amended and several consent items were moved to contested. Major actions: adoption of Ordinance 2025-54 regulating kratom sales (age 21+ with an alkaloid limit), approval of emergency shelter agreements with Elevate and a service agreement with Poverello House (HHAP-funded), adoption of a resolution to pursue Prohousing Incentive Program Round 4 funding, and adoption of resolutions and an ordinance to annex territory to Community Facilities District No. 9 (Annexation No. 72) and levy a special tax. A public hearing was held to solicit input for the 2026–2027 HUD Annual Action Plan; the Southeast Development Area Specific Plan hearing was continued to December 18, 2025. Closed sessions addressed labor negotiations and multiple existing litigation matters. The meeting adjourned at 2:19 PM.
