Council adopts Tower District Specific Plan, advances transportation and utilities contracts, and approves multiple municipal code and land actions
At the November 20, 2025 regular meeting the Fresno City Council certified the EIR and adopted the Tower District Specific Plan with associated rezones and design standards (ID 25-1086; Resolutions 2025-326–330; Ordinances 2025-50–52). The Council approved contested consent items including acquisition of two parcels for the H Street Parking Structure ($3,862,000) (ID 25-1547), the Sixth Amendment to the Orange Avenue Disposal Company services agreement extending the term to 20235 (ID 25-1554), and adoption of Ordinance 2025-23 (text amendment P24-00794) (ID 25-1566). Transportation items included award/approval of FAX facility and bus-stop contracts and a sole-source compressed natural gas agreement (ID 25-1363; ID 25-1531; ID 25-1507). The Council introduced a kratom regulation ordinance (B-54, ID 25-1568), approved workforce and grant appropriations, held closed-session labor negotiations and litigation discussions, and announced the interim appointment of Amy Aller as City Clerk (ID 25-1581).
