Parks, Recreation, and Arts Commission (Fresno) addresses Measure P grant issues, holds workshop and public hearings
At its February 23, 2026 regular meeting, the Fresno Parks, Recreation, and Arts Commission approved the agenda, excused Commissioner Vincent L. Trillo's absence, received a workshop update on the Expanded Access to Arts & Culture (EAAC) grant program, and held three hearings to receive public input on the EAAC program, a proposed Measure P appropriation (41st Amendment) contingent on funds returned by the Fresno Arts Council, and Measure P allocations / updates to the Parks Master Plan, Cultural Arts Plan, and the PARCS Department budget and capital improvement plans. Commissioners reported on a Five-Year Evaluation effort and raised concerns about the embezzlement of Measure P Arts & Culture funds and its impacts on grant recipients.
