Committee approves consent agenda including TIF loans/grants, a purchase order for Red Rocks awards, and an IGA amendment
On November 18, 2025 the Denver City Council Finance and Business committee (meeting not held; consent agenda used) approved several consent items: a $900,000 master purchase order with Haertling.com LLC through 12-31-2031 to provide Flagstone “Piece of the Rock” awards presented to artists and crews who perform at Red Rocks Amphitheater; tax-increment-financed loan agreements with Cream & Sugar LLC (Sundae Artisan Ice Cream) for $750,000 and Milk Tea People, Inc. for $640,000 (each with end dates 11-30-2035) and a $4,300,000 grant and revenue share agreement with Jevon Taylor LLC (Green Spaces) with an end date of 12-31-2030, all utilizing Downtown Denver Development Authority Tax Increment Financing in Council District 10; and an amendment to an intergovernmental agreement with the Colorado Office of Economic Development and International Trade reducing capacity by $262,082.84 to $1,276,510.16 and extending the period of performance to 10-31-2026.
