Ethics Commission meeting minutes — February 19, 2026 The Ethics Commission met in Council Chambers. Members present: Kimberly Ballenger (Chair), Douglas Fick, Rick Barrera, Matthew Moore, Casey O’Donnell (joined later), and Trevor Mauck; absent: Robert Simmons, Steven McClure, Elena Martinez. No public comment. The commission approved the January 2026 minutes with corrections, tabled action on Casey O’Donnell’s absence until contact (later acknowledging him present), took no actions on financial reports, forms/policies, complaints, or executive session items, and approved not meeting in June, July, November, and December. Meeting adjourned at 5:49 PM.
