Colorado Springs Feb 24, 2026Colorado Springs City Council (Feb 24, 2026): Urban renewal plans adopted; camping ordinance advances; broad consent calendar approved City Council met Feb. 24, 2026 (9:00 AM–5:30 PM). The Consent Calendar passed unanimously and included sign-code amendments, multiple zoning items (including a Palmer High School zone change on first reading), utility-related resolutions and an ordinance on utility rate process (first reading), issuance of a metropolitan district bond, and the 2026 federal block grant Annual Action Plan. Council approved the Odyssey at North Weber Urban Renewal Plan and its cooperation agreement unanimously, and adopted the Moreno and Cascade Urban Renewal Plan and its cooperation agreement (7-2). An ordinance updating camping/camping-in-public provisions advanced on first reading (7-2) after extensive public comment about homelessness and safe-parking options. The Council also authorized an electronic closed executive session on FAA/grant-assurance legal matters.
