Planning Commission minutes — October 8, 2025: Woodmen East multifamily approved; 15‑ft hillside retaining wall variance approved; Southeast Strong plan presented

The Planning Commission (7 members present) met October 8, 2025. The Commission: postponed approval of the Sept. 10, 2025 minutes to Nov. 12; accepted the Consent Calendar (including the 35 E. Ramona rezoning); approved a Conditional Use Development Plan for the Woodmen East 362‑unit multifamily project; approved a Non‑Use Variance to allow a 15‑foot retaining wall at 1210 Eagle Rock Road with a required hillside overlay plan amendment; and received a presentation of the Southeast Strong Neighborhood Plan, which staff will forward to City Council for further consideration. Planning staff reported a finalized budget proposal to City Council and upcoming appointments to Planning Commission vacancies.
